Terry Allen is a veteran policy, political and legislative strategist with expertise on a broad range of issues ranging from technology, energy, judiciary, and telecommunications, to tax,trade, health care and nutrition policy. With over 31 years of professional experience in government, politics and public policy, Allen delivers results for Vertical Strategies’ clients through practical understanding of the legislative and decision-making processes and through building strategic partnerships and diverse policy and political coalitions. As founder and president of Fidelis Government Relations, a strategic consulting and government relations firm based in Washington, DC. Allen has represented some of America’s leading companies.
Allen is also recognized as a veteran political strategist. For over two decades he has advised dozens of campaigns throughout the nation and taught campaign schools in the U.S. and internationally. He has played senior roles in political campaigns for statewide offices, Congress, U.S. Senate and President.
Cecilia Mou Anderson “Mou” leads Vertical Strategies’ Asian operations. A native of Taiwan, she enjoys influence in both Taiwan and China. She is bilingual (Chinese and English) western educated and fluent in western business practices and western legal and financial protocols. Mou attended the University of Southern California in Los Angeles and began her career in Beijing producing television commercials for western companies seeking access to China market for clients such as Ford Motor Company, Procter & Gamble and XYZ. Her work in video production, post-production and casting lead to a collaboration with Western production companies on television and film projects and eventually to her forming Vertex Productions, where she co-produced multiple feature films in China, including Alien: Resurrection, Around the World in 80 days, Operation Dumbo Drop and Rosewood.
Always innovating, Mou has been on the leading edge of technological advancements in production techniques. Her production company was the first to bring motion control (MOCO) to China.
Mou‘s ability to network among corporate and government leaders in China and Taiwan created new business opportunities and lead to her into international commerce with a concentration in natural resource markets. She brings decades of relational equity throughout Asia and familiarity with western business practices to companies seeking access to new markets in China.
